Suggestions:

1. 2003/02, by HU Yanfang, removing the limit on Chair to take two consecutive terms.
2. 2005/04, by ZHANG Shagyou, about Section 3.b. It was meant that way when ZHANG Shangyou drafted the byalws, but it seems not clear enough in the language used.
